City Council Regular Meeting — 02/27/06 <br />DRAFT Minutes - Page 9 <br />Planning Commission's pivotal role in this citizen advisory <br />process; and Mr. Shardlow's vast expertise and history with <br />the City as its former Planner. City Manager Beets further <br />noted that there were key development issues to track and <br />monitor, identification of past friction points, and long- <br />range planning issues needing to be reviewed from an <br />historical viewpoint. City Manager Beets advised that, <br />with Mr. Shardlow's knowledge of the City, his provision <br />of some pro-bono support and contributions from his firm, <br />DSU, the request would represent a minimal investment for <br />the amount of information received and the taped <br />presentations for future inclusion in the community <br />visioning process, from the Planning Commission's land <br />use considerations. <br />Mayor Klausing sought clarification as to whether this was <br />a duplication of the visioning process, or if his perception <br />of the cammunity visioning process going beyond land use <br />focus issues was accurate. <br />City Manager Beets advised that Mr. Shardlow's focus was <br />on land use issues (i.e., transportation system; retail; and <br />housing), and that while the community visioning process <br />would include that, it would address broader issues (i.e., <br />infrastructure; policy; and quality of life issues). <br />Councilmember Ihlan reiterated her request to consider <br />tabling action; noting that no City Council approval or <br />consideration had been given when the initial workshops <br />with Mr. Shardlow had been done, with no RFP's issued. <br />Councilmember Pust, noting she had reviewed the first two <br />presentations of Mr. Shardlow, opined that the background <br />information was very Roseville-specific, and represented a <br />necessary piece of the community visioning process. <br />Councilmember Pust opined that the information didn't <br />identify the future of Roseville, only provided an historical <br />perspective and the forces that had shaped the City to-date. <br />Councilmember Pust further opined that this was necessary <br />information that citizens needed to understand for future <br />planning; and opined her personal support of the requested <br />
