City of Shoreview Municipal Code Chapter 200. Development Regulations <br />(D)Nutrient Mana eg ment. <br />(1) Purpose. The City has conducted studies and has reviewed existing data <br />to determine the current and projected water quality of various lakes <br />within its community. The data indicates that lake water quality may he <br />maintained and improved if the City is �bJ.e to regulate the amount of lawn <br />fertilizer and other nutrients entering the lakes as a result of storm water <br />runoff or other causes. The purpose of this ordinance is to define <br />regulations which wi11 aid the City in maintaining and improving lake <br />resources which are enjoyed by its residents and other users. <br />(2) License Required. No person, firm, corporation or franchisee sha11 engage <br />in the business of commerciallawn fertilizer application within the City <br />_ unless a license has been obtained from the City Manager as provided in <br />Section 705. <br />(3) Regulations for Property Owners <br />(a) Random Sampling. Upon the City's request, the property owner sha11 <br />provide the City with samples of lawn fertilizer to be applied by <br />property owners. The quantity of the sample sha11 be large enough to <br />permit laboratory testing. <br />(b) Use of I�npervious Surfaces. Property owners sha11 not deposit leaves <br />or other vegetative materials on impervious surfaces or within stortn <br />water drainage systems or natural drainage ways. <br />(c} Unim�roved Land Areas. Except for driveways, sidewalks, patios, <br />areas occupied by structures, or areas which have been improved by <br />landscaping, a111and areas sha11 he covered by plants or vegetative <br />growth. <br />(4) General Regulations. <br />(a) Time of App�ication. Lawn fertilizer applications sha11 not be applied <br />when the ground is frozen or between November 15 and April 15 of <br />the succeeding year. <br />(b) Sample Analysis Cost. The cost of analyzing fertilizer samples taken <br />from commercial applicators or property owners sha11 he paid by the <br />commercial applicators or property owners if the sample analysis <br />indicates that the phosphorus content exceeds the 1evels authorized <br />herein. <br />Section 209.
