Introduction <br />The ethics resolution which was passed in 1990 contained 6 sections. Currently <br />5 of the 6 sections remain in effect today. These 5 sections set the ethics <br />standards for our city. These standards currently require periodic mandatory <br />ethics training for all city employees and city officials. It also requires that conflict <br />of interest disclosure forms be submitted for certain volunteers, employees and <br />elected officials on an annual basis. Only the section containing the <br />establishment of a commission has been eliminated. <br />Requested action would accomplish no public policy goals <br />It is questionable whether anything new would be accomplished with the <br />Klausing proposal. The statement from Mr. Klausing claiming that the current <br />resolution "has already been substantially modified," is factually inaccurate. As <br />identified on the chart below, Mr. Klausing's proposal essentially mirrors the <br />current process that exists today. <br />Current Resolution & Process*** <br />Guidelines <br />Klausing's Proposed <br />Resolution & Process <br />Guidelines <br />Training for all employees and officials � Training for all employees and officials <br />Conflict of interest disclosure <br />(none) <br />���r��k�"sr�t� handled by City AC1���3�� <br />(none) <br />Complaints handled by �ity Attorney <br />3-member commission substantially <br />different from previous commission <br />(�`�`�` Note that I have no idea if the manager has been following through with his <br />duties that are currently called for under the current resolution and process.) <br />The only two identifiable differences between the current process and Mr. <br />Klausing's proposal are the discontinuance of the conflict of interest disclosure <br />requirement, and the institution of a 3-member commission. <br />Discontinuing the conflict of interest disclosure requirement is bad public policy. <br />Many organizations have similar policies in place, and they require little staff time <br />to administer. This policy has the ability to alert people to conflicts which they <br />might not have previously known existed. <br />
