Qwasso Boulevard reconstruction <br />Background: On August 8,2005, the City Council approved the plans and specifications for the S. <br />Ovvassa Boulevard reconstruction project. Last fall, Jay Brothers completed the South Ovvassc� <br />Boulevard Surcharge contract in preparation for this year's reconstruction project. This project between <br />Rice Street and Dale Street is the complete reconstruction of the road, along with storm sewer <br />improvements in the Ladyslipper Park area. The bids for this project were opened on Wednesday, <br />March 22,2006 at 9:OU am. <br />Policy objectives: Based on past practice, the City Council has awarded the contract to the lowest <br />responsible bidder. In the case of S. Qwasso Blvd Reconstruction, the lowest bidder is Forest Lake <br />Contracting of Forest Lake, Minnesota. <br />Financial implications: We received five bids for S. Owasso Boulevard Reconstruction. The low bid <br />submitted by Forest Lake Contracting, $1,998,204.52, is 4% higher than the Engineer's construction <br />estimate of $1,92I,948.50. This should not adversely impact proposed assessments or estimated project <br />costs discussed in the feasibility report since those estimates included a 10% construction cost <br />i <br />contingency.
