City Council Study Session — 03120106 <br />DRAFT Minutes - Page 3 <br />units including workforce apartments affordable to households <br />earning modest wages, as well as those households earning <br />higher wages. <br />Mayor Klausing welcomed and noted that Ms. Ciganik served on <br />the City's Vista 2000 Infrastructure Advisory Committee. <br />Gina Ciganik, of the Central Community Housing Trust (CCHT) <br />and a current Roseville resident, introduced the CCHT, reviewed <br />the non-profit's mission; other similar projects within the <br />metropolitan area; and potential involvement with the <br />community and the housing project. <br />Ms. Ciganik reviewed the core values of CCHT in developing <br />community, trust, diversity, sustainability, leadership and <br />excellence; noting the desired partnership of CCHT with the City <br />of Roseville as a tool for the community to achieve it's vision. <br />Ms. Ciganik noted that CCHT desired in each project to maintain <br />stewardship and provide positive asset management, by <br />becoming long-term owners of developments by remaining <br />actively involved in communities. Ms. Ciganik noted the various <br />connections and services — on and off-site — for residents for <br />connection through social involvement and engagement in the <br />community. <br />Ms. Ciganik reviewed CCHT's different approach to design by <br />sustaining area housing amenities; behavioral design (i.e., front <br />porches to reduce undesirable behaviors); and other attempts to <br />strengthen communities and housing. Ms. Ciganik sought <br />Council support for the proposed HarMar Apartment project as a <br />catalyst for the community and its future development; and to <br />assist in providing solutions and interaction within community- <br />based relationships. <br />Ms. Ciganik reviewed income criteria for affordable housing; <br />area demographics of wage earners; and presented a video <br />entitled, "Building Dreams" highlighting an example of a family <br />budget and related expenses based on an annual income of <br />$23,000. <br />Ms. Ciganik reviewed the proposed HarMar project; current <br />
