City Council Regular Meeting — 03/27/06 <br />DRAFT Minutes - Page 7 <br />4.j Award Bid for Reconstruction of Raselawn Avenue <br />Maschka moved, Pust seconded, adoption of Resolution <br />No. 10389 entitled, "Resolution Awarding Bids for M-06- <br />02 Roselaw�. Avenue Reconstruction;" awarding bid to <br />Forest Lake Contracting of Forest Lake, MN, in an amount <br />not to exceed $837,872.05. <br />Roll Call <br />Ayes: Maschka; Pust; Ihlan; Kough and Klausing. <br />Nays: None. <br />5. Consider Items Removed from the Consent Agenda <br />S.a Approve a Paid-Time-Off (PTO) Program (former <br />Consent Item 4.g) <br />At the request of Mayor Klausing, City Manager Beets <br />briefly summarized the staff report originally presented at <br />the March 20, 2006 Council Study Session; in addition to <br />those additional items requested by Councilmembers that <br />meeting, and presented tonight in the Request for Council <br />Action dated March 27, 2006. <br />Councilmember Ihlan thanked staff for providing the list <br />of pros and cons as previously requested; to help clarify <br />the proposed employee paid-time-off (PTO) program. <br />Councilmember Ihlan had additional questions regarding <br />the City's proposed cap being larger than the marketplace; <br />the proposed new attendance policy to manage <br />absenteeism uniformly; and the employee's requirement to <br />provide their supervisor with a doctor's statement for <br />absences longer than three days. City Manager Beets <br />responded to and clarified those items identified, noting <br />the net benefits for the employee and City would be more <br />favorable than the City's current program. <br />Kough moved, Ihlan seconded, approval authorizing staff <br />to move forward with the necessary document and <br />program changes to implement the PTO program effective <br />July 1, 2006; therefore directing staff to prepare the <br />Resolution 10389 <br />Award Bid for <br />Reconstruction of <br />Roselawn Avenue <br />Consider Items <br />Removed from the <br />Consent Agenda <br />Approve PTO <br />Program <br />
