Avenue Reconstruction;" awarding bid to Forest Lake Contracting of Forest Lake, MN, in an amount not to exceed $837,872.05. Roll Call Ayes: Maschka; Pust; Ihlan; Kough and Klausing. Nays: None. 5. Consider Items Removed from the Consent Agenda S.a Approve a Paid-Time-Off (PTO) Program (former Consent Item 4.g) At the request of Mayor Klausing, City Manager Beets briefly summarized the staff report originally presented at the March 20, 2006 Council Study Session; in addition to those additional items requested by Councilmembers that meeting, and presented tonight in the Request for Council Action dated March 27, 2006. Councilmember Ihlan thanked staff for providing the list of pros and cons as previously requested; to help clarify the proposed employee paid-time-off (PTO) program. Councilmember Ihlan had additional questions regarding the City's proposed cap being larger than the marketplace; the proposed new attendance policy to manage absenteeism uniformly; and the employee's requirement to provide their supervisor with a doctor's statement for absences longer than three days. City Manager Beets responded to and clarified those items identified, noting the net benefits for the employee and City would be more favorable than the City's current program. Kough moved, Ihlan seconded, approval authorizing staff to move forward with the necessary document and program changes to implement the PTO program effective July 1, 2006; therefore directing staff to prepare the Resolution 10389 Award Bid for Reconstruction of Roselawn Avenue Consider Items Removed from the Consent Agenda Approve PTO Program
