I would like <br />to focus first on the council's power and responsibility to impose the mandatory minimum penalties under the ordinance 1 <br />propose that the council should hold a public hearing and consider whether there is any basis for deviating from the penalties <br />required under 302.15. 1 would appreciate any advice the ciry attorney has on how to do this. <br />I would also like to request legal analysis on whether the ciry council is required to hold a public hearing to temporarily <br />suspend a liquor license, or whether it would be possible to simply impose the mandatory minimum penalties in the <br />ordinance without any council involvement, with any appeals going to cou�-t. <br />J believe all of these are public policy issues that must be discussed at an open public meeting. He says that tile Maple Grove city <br />attorney has decided not to ►nove forward tis i[il the complaint, and that it is now appropriate for the council to take up these <br />issues again. Since Jay indicates that neither he nor Scott Anderson will be available for tl�e March 27 meeting, I request tE1at <br />this be added as an item on our April 10 agenda. Could the council please have a copy of the for�n letter sent to licensees informing the�n of their right to appeal to the <br />city manager? <br />2. What authority is there in city ordinances for appealing liquor citations to the city manager? <br />3.
