It also attempts to provide some background and analysis to allow the Council to <br />determine whether existing Code is consistent with the Council's desires and expectations in <br />processing liquor violations. <br />Through State law, Minn. Stat. Ch. �4�A� the legislature has delegated to the City the <br />responsibility to issue liquor licenses. In exercising this power, the City has wide discretion <br />both in malcing licensing decisions, and in enforcing liquor regulations. <br />Current City liquor regulations are contained in Chapter 302 of City Code. In Chapter <br />302, the City has established licensing standards and processes, license fees, and operational <br />conditions and limitations. The City has also, through Section 302.15 of Code, identified <br />penalties for failure to comply with Code and State law. <br />Section 302. l5(A} of Code identifies the potential consequences of liquor violations. <br />Specifically, the Section provides in pertinent part: <br />
