Consider Community Visioning <br />At the request of Mayor Klausing, Councilmember Pust <br />reviewed the past community-wide visioning process from 1992 <br />for the Vista 2000 Project; noted that that report is outdated <br />following its adoption 15 years ago; and proposed that the City <br />Council again engage citizens in an organized process of <br />community visioning to effectively and efficiently guide the <br />accomplishment of the city's business. <br />Councilmember Pust noted that a subcommittee of her and <br />Councilmembers Ihlan and Maschka, at Council appointment <br />and direction, had met together for the purpose of refining the <br />proposal and identifying the next action steps for the Council to <br />consider. Councilmember Pust and sub-committee, at the March <br />20, 2006 Council Study Session, had presented a draft (Version <br />II) Community Visioning Proposal, noting that it was a"work in <br />progress." The subcommittee had further refined and updated <br />the proposal (Version 4), and Councilmember Pust presented that <br />proposal at tonight's meeting. <br />Councilmember Pust reviewed the proposal in detail, and sought <br />Council comment; along with the following Council action at <br />tonight's meeting: <br />1} Discussion of budget implications, including direction <br />regarding source and amount of funding currently <br />available, if any, to support community visioning <br />proposal. If sufficient funding is not currently available, <br />Council should discuss moving the Visioning process <br />back to 2007 in order to identify funding sources in the <br />2006 budget process. <br />2) If sufficient funding is available, consideration and <br />approval of the March 22, 2006 process proposal, with <br />Consider <br />Community <br />Visioning <br />
