City Council Regular Meeting — 08/22/OS <br />Minutes - Page 26 <br />liability for the City. <br />Discussion included unfunded liabilities of the Relief <br />Association annually; achieving goals and practical scheduling <br />issues; and the timing of the request. <br />Councilmember Maschka spoke in opposition to the motion, <br />noting the increasing full-time employees in the department, <br />while firefighter staff had been reduced over past years. <br />Councilmember Maschka requested Finance Director Chris <br />Miller to provide additional information to the Council related to <br />the amount spent by the Department for EMS supplies, <br />equipment, training, and supplies specifically used for technical <br />rescues. <br />Roll Call <br />Ayes: Klausing. <br />Nays: Ihlan, Schroeder, Kough and Maschka. <br />Motion Failed. <br />Klausing moved, Maschka seconded, approval to have the Fire <br />Department respond to accidents with injuries; with the motion <br />modified by the maker and seconder following Council <br />discussion, to stipulate approval on a six-month trial basis, to be <br />followed by Council review and further determination of <br />continuing the service. <br />Councilmember Kough spoke in opposition to the motion, based <br />on the inability to transport; opining that the department wait <br />until that approval was granted, potential donation of an <br />ambulance, and then determine the feasibility. <br />Councilmember Schroeder sought additional information related <br />to the Police Department as first responder. <br />City Manager Beets provided additional information related to <br />response protocol; dispatch center definition of responders; and <br />the need for the Police Department to provide traffic control, <br />preserve the integrity of the scene and obtain witness statements, <br />rather than providing medical assistance. <br />Mayor Klausing noted that this would provide better response; <br />� <br />
