I In February 2006 the staffrequested City Council assistanceregarding bee keeping and chicken <br />raising in Roseville. What could be done to work on compliance with current ordinances <br />(sometimes vague, sometimes outdated)? Would existing bee keepers and chicken raisers <br />participate? What could staff learn that would assist in code administration? The Council directed <br />staff to assist by holding meetings to identify common issues and potential ways that each group <br />could create voluntary guidelines on how to retain their hobbies without causing Code Violations <br />or nuisances in their urban neighborhoods. On March 8 and 9 the groups met with city staff to <br />discuss these issues. The meetings were informative and fun; staff (Officer Dillon and Dennis <br />Welsch) learned much about both bees and chickens. (Council Members Ih1an and Kough <br />attended.) On April I7"', the two groups will be present to report on what they learned and suggest <br />any future steps. <br />I_� Elaine Lindstrom (Chickens) and Alex Kirezuk (Bees) will report on their group's findings <br />and some steps they can take to voluntarily self-regulate their hobbies. <br />I-� History: The City of Roseville City Code is a compilation of ordinances, many of which date back <br />to the early 1950s when the City had numerous small farms. Some raised pigs, poultry, and other <br />livestock, while others raised flowers and vegetables. The density of residents was 20% of the <br />current development pattern. The natural environment could absorb the nutrients, noises, and <br />nuisances normally associated with agriculturalproduction. Today there are no farms or any <br />agricultural zones remaining in the community. <br />�-� Codes: The City Code Section 407.02 attempts to identify nuisances affecting health, safety, <br />comfort or repose. Subsection 407.02G states that the keeping of fa»n animals is a nuisance. <br />However, it does not mention bees and excludes poultry. Section 501, Animal Control, in many <br />sections could be interpreted as regulating chickens and bees, not just dogs or cats. <br />I,� Complaints: City Code staff received complaints about poultry, especially roosters and <br />turkeys. Complaints a varied: fear of the birds, the noise and smell, and the animal waste <br />runoff. Bee complaints have been regarding a serious health concern or fear (especially <br />the young and elderly) of adverse reactions to bee stings.
