Klausing
City of Roseville
2660 Civic Center Drive
Roseville, N.T 55113
Re: Snelling Avenue @ Oakcrest Avenue
Dear Mayor Klausing:
Date: r'17/06
Item: 2.
Communications
IfrDQI' Letter regarding
Snelling @ Oakcrest
Thank you for your letter of March 15 in which you discussed the Oacrest Avenue
median opening.
Safety of the traveling public is what prompted the Minnesota Department of
Transportation's concerns about this crossover. With the reconstructionof County Road
C and the improved traffic flow thru the Snelling Avenue and County Road C
intersection, the ability to make a left turn out of or into the James Addition
neighborhoodis greatlylimited.
1!ia/DQT is thankful that there have been no crashes at the crossover; however, Mn/D0
still believes that there is a high potential for crashes at this location.
In April 2005 the City of Roseville passed resolution #1 p293 which stated that it is the
intention of the City to begin a process of studying possible access alternatives for the
James Addition neighborhood and to identify a preferred access alternative and sources
of funding and to include the project in the City's Capitol Improvement Plan for
construction. Mza/DOT agreed to allow northbound Snelling Avenue left turns into the
neighborhood and to not close the median crossover until the new access has been
constructed. MnIDQT has the right to close the median crossover if the City decides not
proceed with construction of an alternative access or if the City does not move forward in
a timely manner to implement the new access.
There has been extensive discussion concerning this issue, including a town meeting in
which citizens expressed their opinion on the closure and on the access at `aiview
Avenue. This convinced MnIDQT that a safe access is necessary for this neighborhood.
The access at Snelling Avenue is not the answer.
i
i r
. i
An equal opportunty employer
