REQUEST FOR COUNCIL ACTION
DATE: 04/24/06
ITEM: 3.
Department ApprovaL• Manager Reviewed: Agenda Section:
•L :
  v r . CONSENT
.--,• . --. .f .' '.' . .-..
Item Description: Approve Maintenance Declaration for County Road C storm water
improvements.
Background: This spring, Ramsey County will start the County Road C: Phase II
Reconstruction project. As past of this project they will be reconstructing and expanding the rain
garden located in the County Road C right-of-way adj acent to City Hall. This rain garden was
originally constructed as a part of the City Hall expansion and receives runoff from the City
campus and the sidewalk along County Road C. We chose to never fully landscape it in
anticipation of this County reconstructionproject. The reconstructed rain garden will be
landscaped as a part of the City's County Road C Streetscape project scheduled for next spring.
This project is within the Rice Creek Watershed District. We are working with the County on
completing the requirements for their watershed district permit. One of the permit requirements
is to file at Ramsey County a Declaration for Maintenance of Storm water facilities for this
expanded rain garden.
Financial Implications: The maintenance for this existing facility is the responsibility of the
City of Roseville since they are connected to the City's overall surface water management plan.
The conditions of the maintenance declaration should not increase our current maintenance costs
at these facilities.
RECOMMENDED COUNCIL ACTIONS:
Approve the declaration for maintenance of storm water facilities on County Road C.
Prepared By: Debra Bloom
