Are Roseville's driveway pes�rnit fees cost based? <br />o Roseville's 'land-use' driveway permit fees have historically been based upon <br />job cost valuation, a method wlaich is designed to be cost based for 'building <br />permits' (which typically would require mo�-e inspections than 'land-use' <br />permits require). <br />o Following last year's adjustments to the permit fee schedule it was noted that <br />some of Roseville's fees were not calculated the same as for similar cities for <br />driveway, shed, and fence permits. It was decided to review these fee amounts <br />in 2006. <br />� Are there other communities with the same or higher fees? <br />o Although not all other cities were contacted, of the 13 that were contacted all <br />utilized a flat fee schedule for driveway permits. Of those that required pennits <br />(11 of 13 cities contacted), the cost of a permit ranged froin a low of $21 to a <br />high of $100. <br />• Is it necessary to require a driveway pennit when a driveway is reconstructed in the <br />same location? <br />o Many of Roseville's older driveways were installed abutting a neighbor's <br />property line and without the 5' setback required today for snow storage and <br />drainage swales. To replace these driveways requires a Setback Pennit which <br />affords the neighboringproperty owner a chance to object to the replacement <br />of a driveway along a property line when it has been causing a problem for <br />that adj oining neighbor. <br />Additional Staff findings/considerations: <br />• Other communities requirements: <br />o Staff contacted 13 other similar sized/aged cities. <br />0 11 of 13 contacted require permits for driveways. Two stated they did not require <br />permits for replacement driveways. <br />o$25 was the most common fee. <br />• Driveway pennits are required for a number of reasons: <br />o Setbacks to property lines for snow storage and drainage. <br />o Setbacks to intersections for roadway safety. <br />o Maximum driveway width requirements on various state, county and city <br />roadways. <br />o To verify required turnarounds on county roadways. <br />s Page 2 <br />
