C7 <br />Department Approval: City Manager-proval: Agenda Section: <br />i, � r <br />/ � CL � ��� I �������_�..�. <br />Item Description: Resolutions Approving the Submission of State Department of <br />Employment and Economic Development (DEED) Contamination <br />Cleanup Grant, Metropolitan Council Tax Base Revitalization Account <br />Grant, and Ramsey County Environmental Response Action Fund <br />Applications for Twin Lakes Proiect, Phase 1, Sta�e 1 <br />1.0 REQUESTED ACTION <br />1.1 By Resolution, approve the submission of funding applications associated with <br />contamination cleanup based upon Response Action Plans and Development Response <br />Action Plans submitted to Minnesota Pollution Control Agency by the Twin Lal{es <br />Development Team from the following sources: <br />� State Department of Employment and Economic Development (DEED) <br />Contamination Cleanup Grant — Resolution No. 1 <br />• Metropolitan Council Tax Base l�e+�itali�atio� Account Grant — Resolution No. 2 <br />• Ramsey County Environmental Response Action Fund — Resolution No. 3 <br />2.0 BACKGROUND <br />2.1 As part of the Twin Lakes Phase I Plan and per the approved Development Assistance <br />Agreement (Contract), the City has agreed to help facilitate grant applications to help reduce <br />the cost of environmental contamination in the Twin Lakes Phase I area and speed up the <br />clean-up grant review process. <br />2.2 The Development Team has completed environmental testing of both the soil and <br />groundwater for the 55 acres they own and/or have under contract within the Twin Lakes <br />Phase I area. The majority of the contamination is petroleum based. However, hazardous <br />substances were identified on several parcels and within the ground water in some areas. <br />2.3 Each grant application requires that a clean up plan is submitted and approved by the <br />Minnesota Pollution Control Agency (MnPCA). There are separate requirements for <br />petroleum contamination addressed in a Development Response Action Plan (DRAP) and <br />hazardous substance contamination addressed in a Response Action Plan (RAP). The RAP <br />addresses the groundwater contamination and requires additional assessmentto determine its <br />source and method of cleanup. Both the RAP & DRAP submitted in October of 2005 have <br />been approved by MnPCA. <br />RCA TL Cleanup Grants (412410� - Page 1 of 3 <br />
