City Council Regular Meeting — 04/10/06 <br />DRAFT Minutes - Page 10 <br />At the request of Mayor Klausing, City Manager Beets <br />briefly reviewed the request for the HRA to cost-share <br />up to 60% of the costs for a City visioning process, at <br />an amount not to exceed $30,000. <br />Councilmember Ihlan spoke against the motion, <br />opining that the large levy increase requested by the <br />� in the 2006 budget was for housing-related <br />programs, specifically for rental licensing purposes; <br />and that it would be fiscally irresponsible for the City <br />Council to use those funds, or contingency funds. <br />Maschka moved, Pust seconded, approval of an <br />agreement between the City of Roseville and the <br />Roseville HRA for a City visioning process. <br />Councilmember l�✓][aschka spoke in support s f the <br />motion, opining that the HRA had set money aside <br />with the intent that an additional rental licensing <br />inspector may be needed, but since that had been <br />delayed until possibly late fall, using the funds for a <br />portion of the visioning process, with a large part <br />involving housing-related issues, was an appropriate <br />use of those funds, as well as use of contingency funds <br />for expenses not originally anticipated. <br />Councilmember Kough opined that, while monies <br />were needed for the visioning process to go forward, <br />he was not supportive of HRA designated funds. <br />Councilmember Kough opined that he wanted to see <br />the steering committee initiated first, with the City <br />Council seeking community interest for participants, <br />along with Council suggestions, before hiring a <br />consultant. <br />Councilmember Pust noted that, in discussion with <br />Bill Majerus, Chair of the HRA, the HRA was <br />planning to put together an advisory group to consider <br />various housing options prior to the Council's decision <br />to pursue the visioning process, and had set aside <br />funds to pursue a similar process; and this would <br />
