MEMORANDUM <br />TO: MEMBERS OF THE ROSEVILLE CITY COUNCIL <br />FROM: AMY IHLAN <br />SUBJECT: MOTION TO FREEZE HIRING OF COMMUNITY DEVELOPMENT <br />DIRECTOR PENDING COUNCIL REVIEW OF POSITION <br />DATE: APRIL 19,2006 <br />I wanted to briefly outline reasons why I fllink the council should freeze hiring a replacement for <br />the Community Development while conducting a review of the position. <br />1. While the city manager has responsibility for hiring staff, the council has policy-making <br />authority over how city departments are structured and what positions should be filled <br />(including position descriptions, salary ranges, etc.). As a matter of sound business <br />practice, the council should always review positions when they are vacant before re- <br />authorizing them or instructing the city manager to advertise and fill them. The position <br />review should include an analysis of the city's current and future needs and consider <br />position changes or department structural changes that might help the city provide needed <br />services in and efficient, cost-effective manner. <br />2. The best time to change or restructure positions is when they are vacant, to avoid adverse <br />impacts for city staff inembers. I move that the council should freeze the open position <br />of Community Development Director and use this opportunity to conduct a policy review <br />of the structure, responsibilities, and salary range for the position. The position should <br />not be filled until the review is complete. If position changes are proposed as a result of <br />the review, a new job description and re-advertising may be necessary before hiring <br />anyone. <br />I am not proposing a permanent hiring freeze — just a temporary freeze long enough to <br />allow the position review to take place. It also makes sense to delay hiring the <br />Community Development director long enough to see whether the city manager accepts <br />another job in the near future. If that occurs, there are good policy and management <br />reasons why the new city manager should play a role in hiring important staff positions <br />like this one. <br />
