Under this plan, the city manager serves as <br />the head of the administrative branch of the government and is responsible to the council for the <br />proper administration of all affairs relating to the city. Minn. Stat. § 412.611. The council, on the <br />other hand, exercises the legislative power of the city and determines all matters of policy. Id. <br />The Uniform Municipal Government Act, Minnesota Statutes chapter 412, outlines the <br />powers and duties of a city manager operating under the Optional Plan B form of government. See <br />Minn. Stat. §§ 412.651, 412.691, 412.701. The Roseville City Code ("RSC") further delineates <br />the responsibilities of the Roseville City Manager. Under the Act and the RSC, the Roseville City <br />Manager has the following powers and duties: <br />• Enforcing the city ordinances and resolutions. Minn. Stat. § 412.651, subd. 2. <br />� <br />
