Minn. Stat. � 412.651, subd. 9. A city council operating under the Optional Plan B form of government has separate powers and duties. Many of those duties are prescribed by the Uniform Municipal Government Act, Minnesota Statutes chapter 412. However, the powers listed in the Act are not exclusive, and other provisions of law granting additional powers to cities also apply. Minn. Stat. �� 412.211. Relevant to the issue at hand, the Roseville City Council has the following powers and duties: t Exercising the powers and performing the duties of a municipal corporation available under common law. Minn. Stat. � 412.21 l. * Creating departments, divisions, and bureaus for the administration of the affairs of the city as may seem necessary, and from time to time altering their powers and organization. Minn. Stat. �; 412.671. + Creating and abolishing officers subordinate to the City Manager. Minn.
