Mayor Klausing requested that the advice of City Attorney Anderson be followed, provided sufficient ti�ne to review the issue prior to the City Council took action; opining that by delaying action for a legal opinion didn't mean the Council wasn't tal�ing their responsibility seriously. Councilmember Kough concurred with Councilmember Ihlan's desire to hold a public hearing. Klausing moved, Maschka seconded, tabling the motion until the City Attorney written legal opinion was provided. Roll Call Ayes: Ihlan; Maschka; Pust and Klausing. Nays: Kough. City Attorney Anderson was directed to provide written legal opinion to the City Council further reviewing and determining if significant issues related to due process and double jeopardy may exist after the penalty had already been imposed for those three 2005 liquor violations. Recess Recess Mayor Klausing recessed the meeting at approximately 7:20 p.m. and reconvened at 7:34 p.m. 7. Consider the "Quick-Take" Procedure for Already- Condemned Parcels Necessary for Construction of Twin Lakes Boulevard and Other Public Roadways City Development Attorney Rod Krass was present to review the next step in the Twin Lakes Redevelopment project. Mr. Krass provided a bench handout dated April 6, 2006 consisting of a proposed resolution approving the City appraisals of the three properties in question, requesting that the City authorize the "quick take" process of acquisition to allow the redeveloper to begin construction of roadways.
