City of

 f inn r{;: , °,1
Community Development Department
651-792-7074 * fax:651-792-7070
March 30,2006
Mr. Richard Krier, ATCP
Midwest Planning & Design LLC
1491 Shoreline Drive,
Wayzata, MN 55391
Mr. John Livingston
Mr. John Mueller
Cognoscente Extra Lease
121 Washington Avenue South 1801 Park 270 Drive, Suite 400
Suite 810 St. Louis, Mo
Minneapolis, MN 55401 631146-4020
4'l::  I f rrtrr fc ?t_.c+r rr, d Prirr trf 'rr rf ft Gfarr f'J : -f .
Gentlemen:
Thank you for the recent submittal seeking a REZONING and PLANNED UNIT
DEVELOPMENT for the vacant property at 2700 Cleveland Avenue. The City has detellnined
your application to be incomplete due to the absence of the following:
Section 1005.07B of the City Code (Zoning) states: A B-6 district iry be established after
completion and city approval of a mixed use naster pZan for the entire district and completion of
any required ar voluntary environmental review such as an Environmental Impact Statement
(EIS) or Alternate Urban Area Review (AUAR) as defined by the Minnesota Envii°oninei2tal
Quality Board rules. Permitted uses within the B-6 district shall comply with Section 1008 of
rrrr Cocle by completing a PZanned Unit Development prior to the issuance of any buiZding
perinat The Planned Uit Development sliall i2plement all nzitigation requirements of the EIS
or AUAR r;,ti well cis Business Pariz Guidelines of Section 101 Q and subdivision requirements of
Chapte 11 of this Cocle.
The intent of the process, established by Section 1005.07B, is to create an integrated master plan
throughout the Twin Lakes area. Although hotels are uses that are gelierally pernitted in a B-6
zone, I have concluded that your application is incomplete because you have n.ot submitted,
along with the requests, a completed master plan for the Twin Lakes Redevelopment Area. Your
proposal merely seeks to include a hotel on the Extra Lease parcel, which request does not meet
the City-initiated and approved Master Plan, nor does it meet tlie amended version prepared by
Roseville Twin Lakes LLC, also approvedby the City. Further it is unclear whether you are
seeking an amendment to the existing Master Plan or will engage the public in a process to create
your own master plan.
