City Council Regular Meeting — 04/24/06
DRAFT Minutes - Page 12
public review. Ms. Bennett noted that the core materials
(approximately 20 pages) could be e-mailed, but the
substantial supporting documents would be difficult to
make available electronically.
Councilmember Ihlan adamantly requested a full copy of
the application materials prior to their submission; and
questioned why the Council had not received the request in
a timelier manner, rather than this close to the application
deadline. Councilmember Ihlan advised that she couldn't
vote to authorize submission of an application she had not
reviewed; and would abstain from voting on the application
until she had reviewed it; and requested that all
information, including all supporting documentation, be
made available on line for public information purposes and
for public analysis.
Councilmember Kough opined that he was glad the City
was getting the grants; but questioned the process for use of
grant funds andlor tax increment financing monies.
Ms. Bennett advised that, it was her understanding that the
pro o:ra documents included a component for grant
monies, but that those funds didn't take away from the
amount of tax increment fmancing to be used; but would be
a succession of uses of funds, with the grant monies used
first, then the tax increment financing.
Maschka moved, Pust seconded, adoption of Resolution
No. 10400 entitled, "A Resolution Authorizing the Mayor
and City Manager to Submit an Application for
Contamination Cleanup Grant for Twin Lakes Project,
Phase I, Stage I, Residential Development," approving the
submission of the application for a State Department of
Employment and Economic Development (DEED)
Contamination Cleanup Grant for Twin Lakes Phase I,
Stage 1 environmental cleanup.
Roll Call
Ayes: Kough; Maschka; Pust and ausing.
Nays: None.
Abstention: Ihlan
