City Council Regular Meeting— 04/24/06 <br />DRAFT Minutes - Page 17 <br />Mayor Klausing spoke against the motion, noting that his <br />opposition was not because he didn't believe a pathway <br />system was important to the community, but because <br />without overall community-wide pathway planning and <br />implementation while taking into consideration <br />connectivity, traffic patterns, and proximity of schools and <br />parks, the granting specific requests represented bad public <br />policy. Mayor Klausing thanked Ms. Reitz for bringing <br />the segment to the public's and Council's attention, and <br />opined that it would be an excellent topic to incorporate in <br />the visioning process; further requesting that Ms. Reitz <br />become actively involved in that process and advocate for <br />the pathway during that process. Mayor Klausing further <br />opined that when the overall planning process isn't <br />followed, but only Council reaction to specific <br />neighborhood interests, it didn't enhance good planning <br />and policy. <br />Councilmember Pust questioned Councilmember Kough if <br />he'd had conversations with staff as to the availability of <br />state andlor federal fundi�g. <br />Councilmember Kough advised that he hadn't discussed <br />the request with staff; opined that the Pathway Committee <br />was an "old committee" from approximately 1997; and <br />further opined that when they drew up their list of <br />pathways, this wasn't a priority, but had since become one <br />due to heavy pedestrian traffic. <br />Councilmember Pust questioned why this particular �/z mile <br />segment was more of a priority than, as an example, where <br />the pathway connects to Central Park and Middle School. <br />Councilmember Kough opined that, while it wasn't more <br />important, when the neighbors requested that the Council <br />take action, the Council should do so; further opining that <br />the cost estimates from staff would determine whether or <br />not it could be constructed. <br />Councilmember Pust questioned if Councilmember Kough <br />
