Councilmember Maschka spoke in support of Councilmember Pust's recommendation and choice of the two preferable companies; noting his past experience in working with Carl Neu and his management of public meetings; and spoke of the approaches of the Carroll, Franck and Associates proposal for getting additional public input. Councilmember Maschka assured the public that this was an open process, and all would be encouraged to participate. Councilmember Kough spoke in support of both choices; however, cautioned that it was premature to consider a consultant at this time, prior to the steering committee performing their work on a neutral basis. Maschka moved, Pust seconded, authorization for Councilmember Pust and City Manager Beets, as well as any interested Councilmembers, to conduct phone interviews with Carroll, Franck and Associates; and Neu and Company to verify Council questions as discussed and the proposals as submitted; and to determine their availability as to the proposed City timeframe, as well as specific cost issues and definitions; and directed the Work Group to return to the City Council with that information. Councilmember Ihlan noted that, in terms of the merits of the proposals, she didn't disagree with tonight's discussion; but was in disagreement and would be speaking against the motion due to the Council needing first to identify an appropriate funding source prior to making a commitment to move forward. Further discussion included Mr. Neu's availability to meet personally, rather than by phone; and the ��A's financial commitment needing further discussion and clarification.
