Date: OS/08/06 <br />Item: 2.a <br />Minutes of 04/22/06 <br />se� � <br />�� <br />DRAFT - City Council Minutes - DRAFT <br />Special Session of the City Council <br />City Council Chambe�s, 2660 Civic Cente� D�ive <br />lO:OQ a.m. — 2:4Q p.m. <br />Saturday, Apri122,2006 <br />Convene �VTeeting/Cal� Roll <br />Mayor Klausing called the Special Session of the City Council to order at 10:00 a.m. in the <br />City Council Chambers, with all due notice having been provided. <br />Mayor Klausing, Councilmembers Pust (left at Z: � 0 p.m.), Ihlan (arrived at �.0:40 a.m.) <br />and Maschka were present. <br />Also in attendance: Center for Policy, Planning & Performance Consultant Barbara Raye; <br />City Manager Neal Beets; Parks & Recreation Director Lonnie Brokke; Deputy Fire Chief <br />Bill Chandler; Finance Director Chris Miller; Public Works and Engineering Director <br />Duane Schwartz; and Police Lieutenant Lome Rosand. <br />1. <br />Hear from Barbara Raye about personality and decision <br />making styles and long-range strategic planning. <br />Ms. Raye shared her desire to produce something worthwhile in <br />team-building and strategic planning. She reviewed the <br />i�st.z�tmen� that each councilmember and departmenthead <br />completed. She also distributed, and attendees completed, <br />another assessment instrument. Finally, she lead the group <br />through a strategic goal-setting exercise that resulted in <br />identification of the following goals in the following priority <br />order: <br />1. Budget control and fiscal strategic planning, <br />sustainability of programs, streamlining of budget <br />process, policy on reserves. � 1 l points] <br />2. Address and maintain determinants of quality of life, <br />systematically and proactively rather than piecemeal <br />and reactively.
