REQUEST FOR COUNCIL ACTION <br />Date: 5/22/2006 <br />Item No: 3.e <br />Department Approval: Manager Approved: Agenda Section: <br />� �� � L����� ��� � <br />�. — <br />C�c. r,s�:na <br />Item Description: Authorize a Fiber Optic Purchase and InstallationAgreement Between the <br />City of Roseville and Access Cotnn�u�zcatiatas Inc. <br />Background <br />At the 11/28/OS City Council meeting, the Council authorized Staff to move forward on <br />establishing a City-owned fiber optic network. The proposed initial segment would run along <br />Trunk Highway 36 from Rice Street to Snelling, and would be jointly installed, and paid for, by <br />Independent School District ���� (NE Metro). This segment provides the City with a major <br />east-west route to eventually connect multiple City facilities and other access points. <br />Over the past several months, City Staff along with representatives from ISD �� �� have been in <br />discussions with Access Communications Inc., a State bid-approved contractor specializing in <br />the installation and maintenance of fiber optic networks. A tentative agreement to install and <br />maintain this initial segment has been reached between the City and Access Corporation. A copy <br />is includedinAttachmentA. <br />Discussion Points <br />At the 11/28/OS City Council meeting, the Council authorized trp to $140,000 for the installation <br />of this fiber segment. As a result of the negotiations, the Agreement calls for an initial payment <br />of $$7.$OQ, plus annual maintenance payments of �.�.�� each year for the next 10 years. The <br />present value of the total cash outlay per this Agreement will be $�99D. The maintenance <br />component will cover all locates, and fiber repairs. Based on Staffs projections, we believe that <br />this maintenance charge is comparable to what we would pay to hire an independent contractor <br />to do this work. <br />Pending approval of the Agreement, Installation of this fiber segment is expected to be <br />completed by September 30,2006.
