City Council Regular Meeting — OS/08/06 <br />DRAFT Minutes - Page 24 <br />8.b Request of Mayor HIausing to Report on Consideration <br />of Re-Instituting an Ethics Ordinance and Commission <br />Mayor Klausing presented a proposed Code of Ethics <br />Ordinance for Public Officials in the City of Roseville. <br />Mayor Klausing noted that he had been working with City <br />Attorneys Scott Anderson and Jay Squires over the last few <br />months in drafting the language for the proposed <br />ordinance: and previous discussions and comments of the <br />City Council and public had been incorporated into the new <br />draft ordinance; a copy of which was presented by City <br />Attorney Anderson as a Bench Handout. <br />Mayor Klausing reviewed various portions of the revised <br />ordinance; suggested the Ethics Commission consist of <br />seven commissioners as previously suggested; and noted <br />that an outside attorney perform investigations, to provide <br />their legal expertise for better protection for the City, and to <br />address potential criminal issues. Mayor Klausing pointed <br />out the areas changed in the proposed ordinance from the <br />last one presented. <br />Discussion included outside consultants hired or designated <br />by the City Council from time to time; need to amend the <br />City Attorney contract and append the Ethics Code; gifts <br />ar�dJor campaign contribution stipulations; incorporation of <br />Ethics Task Force recommendations; and representation by <br />the City Attorney of the City Council as a body and advice <br />to individual Councilmembers. <br />Councilmember Ihlan requested additional and more <br />detailed discussion at the upcoming Council Study Session, <br />due to the lateness of the hour. <br />Mayor Klausing concurred, but sought additional comment <br />tonight. <br />Councilmember Pust thanked Mayor Klausing and the City <br />Attorneys for their work in putting together the draft; and <br />suggested that further fine-tuning of the proposed <br />ordinance was needed, specifically including addition of a <br />consultant as applicable in other sections of the ordinance; <br />Consideration of <br />Re-Instituting an <br />Ethics Ordinance <br />and Commission <br />
