Sigzzage Meeting <br />July 2,2003 <br />Councilmember Tom Kough, Arnie Albrecht, Polly Franlce, James Moses, Sid Ryals, Carolyn <br />Curti <br />Councilmember Kough said that the Roseville Visitors Association wants to hold off committing <br />any money until a�t�r the Council malces a decision. He reviewed the discussion from the June <br />16 City Council meeting. Councilmember Craig Klausing raised questions about liability to the <br />City in limiting whose organizations are on the si�na��. Councilmember Schroeder raised <br />questions about maintenance and upkeep. The Council also discussed what to do about graffiti. <br />Tom explained that he had a few modifications to the sign that would help answer some of the <br />City Councilmembers concerns. He reminded everyone that the signs would be made of the <br />latest technology that resists graffiti. He said each sign would be divided into two separate <br />panels, one with the Welcome to Roseville and the other with the logos. Then, if a portion of the <br />sign was damaged it would be cheaper to replace. <br />Toms sad he would aslc all donors to commit to "Adopt a Sign" at least until December 2005. <br />Each service organization would loolc afier one sign and would wash away any graffiti and <br />would report any maj or damage to the City. In 2006 the City could decide whether to remove or <br />replace the logos. <br />Participants agreed that they would support the "Adopt a Sign" program. They also said that <br />they doubted that vandalism or graffiti would be a big problem since the signs would be placed <br />in well lighted, high traffic areas. Other cities have signs and then don't seern to have �r�1�l�an�. <br />Tom explained that he has been worlcing on this issue for several months. He was thinlcing about <br />the idea of Welcome to Roseville signs when a member of the Lions Club approached him <br />saying he wanted to erect a sign but City Code prohibited it. Tom tallced with him and other <br />service organizations. <br />Polly Franlce asked why the Rotary was not included on the initial list. Tom said he would <br />contact them. <br />Amie Albrecht aslced what the criteria are to get a logo on a sign. What is a defmition of a <br />service organization? Carolyn will tallc with the City Attorney to malce sure that we correctly <br />define who to include. <br />Amie said that he is supposed to bring informationto the next Kiwanis meeting because some <br />members are concerned that this is becoming a political issue. Carolyn will send him a rough <br />draft of the Request for Council Action which, hopefulZy, answers their questions. The Kiwanis <br />plan to discuss the issue very soon so Carolyn will send a draft by July 8. <br />Tom aslced the participants to attend the July 21 City Council meeting and to bring their fellow <br />members of their groups. <br />
