CITY OF ROSEVILLE <br />Schedule of Findings and Questioned Costs (continued) <br />Year Ended December 31,2005 <br />2005-4 CONTRACTAND BIDS <br />� , Finding <br />Minnesota Statute � 471.6161 requires every governmental entity authorized by law to <br />purchase group insurance for its employees and those providing or intending to provide <br />group insurance coverage and benefits for 25 or more of its employees to request <br />proposals every five years from, and enter into contracts with, carriers that in the <br />judgment of the City are best qualified to provide coverage. <br />The request for proposals shall be in writing and at a minimum shall include: coverage <br />to be provided, criteria for evaluation of carrier proposals, and the aggregate claims <br />records for the appropriate period. Public notice of the request for proposals must also <br />be provided in a newspaper or trade journal at least 21 days before the final date for <br />submitting proposals. <br />As part of the City's request for proposal for group insurance public notice of the request <br />for proposals was not provided in a newspaper or trade journal at least 21 days before the <br />final date for submitting proposals. <br />x- Recommendation <br />We recommend the City establish a policy for ensuring that alI request for proposal for <br />group insurance include a public notice of the request for proposals in a newspaper or <br />trade journal at least 21 days before the final date for submitting proposals. <br />_�_ Management's Response <br />The City has included a copy of the statute in the bid file to ensure that future requests <br />for proposal are properly noticed. <br />� <br />
