REQUEST FOR COUNCIL ACTION <br />DATE: 6/19/QC <br />ITE1v�: 4.f <br />DepartmentApproval: ManagerReviewed: Agenda Section: <br />� y�� Consent <br />Item Description: Approving proposal for storm water modeling of Charlie Pond Area. <br />Background: Over the years, the City has made a number of improvements to address street <br />flooding on Avon Street and M�llwaad Avenue as well as increasing the pollutantremoval efficiency <br />within the Charlie Pond subwatershed of Lake Owasso. Changes in subwatershed boundaries, the <br />addition of the Valley Park ponds, new outlets, and larger pipes have all played a role in improving <br />the drainage for the area. <br />As recently as 6 years ago there were 13 vacant lots in this neighborhood. In the last 6 years, 7 of <br />these lots have been developed as single family homes. 6 of these lots are located along the south <br />side of Brenner Avenue west of Millwood Avenue. As these lots continue to be developed, renewed <br />neighborhood concern has been expressed about the need for additional storm water improvements <br />for this subwatershed. One of these vacant lots is between 812 and 800 Brenner Avenue and has a <br />low area that drains into the City's system. To determine the role that this low lot plays in the <br />updated overall storm water system, a new model needs to be created. <br />While this area has been modeled in a variety of formats over the last 20 years, numerous changes <br />and modifications have been made within t�c watershed. It is recommended that we have an X�'- <br />SWMM model created for this area. This will be built on the existing Hyd�raCAD modeling. The <br />XP-SWMM analysis will allow us to evaluate the performance of the system during intense storm <br />water events and evaluate the impact of developing additional lots within the study area on the <br />elevation of flooding within rear yards, low areas and intersections in this neighborhood. <br />This is specializedwork so we have requestedthat three consultingcompaniesprovide us proposals <br />to complete the new model. We received three proposals for this work, from Bonestxoo, Anderlil{ <br />and Associates, URS, Inc., and WSB & Associates. After reviewing their proposals, staff <br />recommends that we engage URS, Inc. to complete this work at a cost not to exceed $7,100. All <br />costs for this analysis will be paid for using storm water infrastructure funds. The findings will be <br />brought to the City Council later this summer. <br />Staff Recommendation: Staffrecommends engaging URS, Inc. to complete the Charlie Pond storm <br />water modeling and report. <br />RECOMMENDED COUNCIL ACTION: <br />Motion to authorize staff to engage URS, Inc. to complete the Charlie Pond storm water modeling <br />and report. <br />Prepared By: Debra Bloom <br />
