Departm�nt Approval: <br />REQUEST FOR COUNCIL ACTION <br />Manager Reviewed: <br />�� <br />DATE: 06/20/0G <br />�'�"��vi �0.: 4.g <br />Agenda Section: <br />Item Description: Approve an Agreement between the Capitol Region Watershed District and <br />the City of Roseville for Storm Water Improvements. <br />Background: The City of Roseville cooperated on a study of down stream flooding and water <br />quality issues with Capitol Region Watershed District, Falcon Heights, the City of St. Paul, and <br />Ramsey County in 2003 for the northwestem watershed area to Como Lake. All of these entities <br />contribute storm water flow to Como Lake. This study identified improvements to be made to <br />mitigate the ongoing storm water issues of this area. The study also assigned cost sharing <br />responsibilitiesbased on contributoryflow to the various jurisdictions. Capitol Region <br />WatershedDistrict agreed to contribute funding for a portion of the improvements as well. They <br />were the lead agency on this study as well as the lead agency for the improvements to occur on <br />the Como Golf Course and additional storage at Arlington and �Tamline Avenues. <br />Roseville drains 315 acres to this system via Go�ifried Pit near Fernwoo�. Street and La�-penter <br />Avenue. Roseville's share of the constructioncosts are 1.45%plus 10% engineering. This <br />amounts to $14,343. The amount is limited because the flow from our system is limited by the <br />size of the pumps in our shared pumping station with Ramsey County and Falcon Heights. <br />A construction agreement is necessary to detail the terms and responsibilities of this cooperative <br />project. This agreement will split the costs for the project between the all parties according to the <br />report which was based on contributing flow to the individual projects. See attached proposed <br />agreement (Attachment A). <br />Financial Implications: Each jurisdiction will pay far the costs as detailed in the agreement. <br />The City of Roseville's share is 1.45% of construction costs plus 10% engineering. The <br />estimated amount is $14,243. Capitol Region Watershed District will be the lead agency on this <br />project. These improvements will be funded from the Storm Water Utility fund. <br />RECOMMENDED COUNCIL ACTION: <br />Motion to approve the Construction Agreement with Capitol Region Watershed District for <br />Storm Water Improvements. <br />Prepared by: Duane Schwartz <br />
