6.0 PLANNING COMMISSIONACTION: <br />6.1 On June 7,2006, the Roseville planning Commission held the �ublic hearing regarding <br />the ACR xequest. No citizer�s were �resen� to address the Comrnission, however, the <br />Commission did have questions of staff and the applicant. <br />6.2 Specifically, given the complicated aspects of the request (as required by stafflcity <br />attorney) the Commissionwas unclear of exactly what was to be recommended for <br />approval. The City Planner indicated that the main purpose of this request is to establish <br />a list of uses that will be permitted through the Planned Unit DevelopmentAgreement <br />along with the pre-existing site conditions. Section 5.12 a- c was the Planner's attempt at <br />a list of uses that generates little or no measurable impact. <br />63 The City Planner also introduced a specific request of the applicant to allow a used <br />vehicle dealership for up to 5 vehicles on the premises. The site currently has a vehicle <br />rental and leasing business which allows the sales of those vehicles that have been <br />r�n�edll�asecl. This low impact use has been reviewed for its potential impacts for which <br />the Planner concluded tha� no measurable impact to the health, safety, and general <br />welfare of the cornmunityl�ea would occur and that the Commission can add specific <br />conditions to minimize the use. <br />S. The City Planner attempted to provide guidance on this <br />request by clarifying the purpose of the hearing and explaining the significance of <br />Section 5.12 of the project report. <br />6.5 The Planning Commissionvoted (7-0) to recommended approval of the request by ACR <br />Homes and the Community Development Department for a PLANNED UNIT <br />DEVELOPMENT AMENDMENT & ESTABLISHMENT of a PLANNED UNIT <br />DEVELOPMENT AGREEMENT stipulating terms and conditions, specifically <br />accepting the uses identified in 5.12 a and b as permitted and subject to the following <br />conditions: <br />a. The used vehicle dealership shall be limited to 5 v��icle�ldisplay spaces. <br />b. The used vehicle dealership display spaces shall be located along the rear (west) <br />of the structure adjacent the sales office. <br />c. There shall be no accessory use associated with the used vehicle dealership such <br />as auto detailing. <br />d.
