REQUEST FOR COUNCIL ACTION <br />Department Approval: <br />Manager Approved: <br />`��� �� � <br />L <br />Date: <br />� ���0/06 <br />Item #: S.e <br />Agenda Section: <br />Organizational Business <br />Item Description: <br />2005 - 2006 Law Enforcement Legal Services- ("LELS") Contract Terms <br />Back�round <br />The City of Roseville has t1�2'ee collective bargaining units. This report deals with the <br />Police Officer's unit. There are 38 city employees in the LELS bargaining unit. They are <br />comprised of non supervisory licensed officer's. <br />Although city employee wages are provided in five different plans, the City maintains a <br />policy of internal parity for all employees. According to this philosophy, comparable <br />cost of living increases and benefits are consistently provided to these five employee <br />groups. In addition, the City benchmarks itself with comparable municipalities. <br />According to comparable Stanton V municipalities, the wage increase for union and non- <br />union groups averages approximately 3% for 2006 and Council provided 3% to all other <br />staff. Based upon this data the proposed 2006 compensation adjustment for the LELS <br />group would also he 3%. Thus, the following is the proposed and tentative agreement <br />terms between said union and the City: <br />Description of Proposed Agreement <br />1. CONTRACT DURATION: <br />9 Tenn of 2 years from 1/1/06 - 12/31/07 <br />2. WAGES: <br />9 1/1/06 increase all LELS union classifications 3% as discussed above. <br />9 1/1/07 increase all LELS union classifications by the average percentage given in <br />2007 to the Police Officers in the 5- Stanton 5 cities that are just larger in population <br />size and the S just smaller than Roseville in population size for a total of 10 ciries. <br />*Marketplace indicators are that the 2007 increase will be in the area of 3.5% <br />3. LONGEVITY: <br />� Same percentage increase in 2006 and 2007 as the wage increase. <br />
