* The limited-term employment concept is designed to allow the fire department to test pilot the use of a limited <br />number of full-time personnel during the daytinle. The term would be two years. At the completion of the term <br />Council could review the effectiveness of the program and consider making the �i����ed term positions regular <br />employees, renewing the positions for another two-year term or consider another alternative. <br />Policv Implications <br />The policy implications include addressing the continual problem of daytime staffing. The staffing program has <br />been a successful program for a variety of reasons, not the least being the am�r�ediate response to emergency <br />calls for service. However, due to turnover in the daytin�e program, the cost of running the program using <br />entirely part-time staffing is inore expensive than using a limited number of full-time staffing and benefited <br />part-time staffing. <br />Financial <br />This is not a request for an additional budget allocation. This proposal saves $7,336 in the first year. <br />Because of the high cost of recruiting and training new firefighters, coupled with the additional duties of the <br />supervisor who will coordinate the department's on-shift training program, the staffing request in this proposal <br />will actually reduce the fire department's personnel operating budget by $7,336 in the first year. It is anticipated <br />the solution offered will continue to net a savings after the first year as the stability in staffing will result in <br />direct savings in recruitment and training costs for new firefighter candidates. <br />Staff Recommendation <br />Staff recommendation is to approve the three-pronged solution to the daytime staffing problem <br />Council Action Requested <br />Motion to approve the fire department hiring one regular full-time supervisor, two limited-term full-time <br />employees and three part-time (314 time) benefited employees. <br />
