City Council Regular Meeting— 06120106 <br />DRAFT Minutes - Page 20 <br />Councilmember Pust opined the need for further and <br />broader discussions prior to such a motion. <br />Councilmember Ihlan opined the need for further <br />discussion at a future meeting. <br />Kough moved, Klausing seconded, tabling action on the <br />item until the next business meeting. <br />Mayor Klausing directed Councilmember Kough to work <br />with Mr. Miller on his recommendations. <br />Roll Call <br />Ayes: Kough; Ihlan; Pust; Maschka and Klausing. <br />Nays: None. <br />14.b Request of Councilmember Kough: "Excessive <br />littering going on in Roseville. I'd like to talk about <br />cracking down on those who continue to litter our <br />streets and parking lots. Enforce the state Law." <br />Councilme�a�ber Kough recognized that a number of <br />individuals were working in the City to clean up litter; <br />and noted a recent incident where the Police had observed <br />a situation of a person throwing out pizza boxes from <br />their vehicle, and had issued a citation. Councilmember <br />Kough supported more actions by the Police Department, <br />as well as citizen complaints. Councilmember Kough <br />sought to enhance the reputation that Roseville was a <br />clean City; and spoke regarding the materials continually <br />falling from refuse and recycling hauler vehicles. <br />Police Chief Sletner addressed that there was some litter <br />from the refuse and recycling vendors and noted that <br />when officers observed littering, they could issue a <br />citation at their discretion on a case-by-case basis. Chief <br />Sletner cautioned that private citizens would need to go <br />through a citizen's arrest process, not just provide a <br />license number and expect the Police Department to issue <br />a citation. <br />Enforcement of <br />Littering Laws <br />
