VL Committees <br />Gasaway presentedproposed changes to the By-Laws. Discussions followed regarding the <br />following; mail-in voting on all elections and ballot issues to eliminate the pro�y-voting <br />process, elections would be conducted via an instant ntn-Q�'f process, a procedure for <br />performing anonymous mail-in ballots, and changing the wording to include pensioners as <br />members of the Relief Association pursuant to Minnesota State Statue. <br />VIL Business <br />The benefit increase proposal was discussed. Koehntopp provided updated presentation <br />materials that were previously discussed. The Board discussed the proposal of an action item <br />to the City Council regarding a policy for pension benefit increases. The proposed policy <br />would include an automatic adjustment to the pension benefits every two years based on the <br />COLA adjustment for that time period. Miller suggested using a benchmark that'is more in <br />line with pension adjustments such as PERA, as opposed to COLA. Tl1e Board agreed to <br />discuss the proposal at the City Council work session on the third Monday in July. <br />Bodsgard reported that the payment of benefits to Jeff Schadegg is due on 23-May-2006, and <br />that Schadegg has provided the Board with the proper documentation. Motion by Bodsgard, <br />seconded by Gasaway, to pay Schadegg the $9,000 pension benefit he is due on 23-May-2006. <br />Motion carried. <br />Bodsgard reported the receipt of the following bills: $6338 from Roseville for phone and <br />internet services from Feb to April, the final payment of $8984 from Deloitte & Touche for <br />actuarial services provided, and the fmal payment of $3393 from MoCladrey & Pullen for audit <br />services provided. Motion by Klausing, secondedby Beauchane, to pay the discussedbills in <br />fu1L Motion carried. <br />Bodsgard reported that the �'� for alternative audit firms is still in progress. <br />The annual review if the Investment Policy was conducted. Motion by Bodsgard, seconded by <br />Tschida, to accept the InvestmentPolicy as is. Motion carried.
