,� � <br />� � � � <br />Re�U��t f�r Council Action <br />Date: 07/17/06 <br />Iterrt Number: �, <br />Department Approval Manager Approval Agenda Section <br />It�m Description: Consider Designation of Roseville as a"Heart Safe Community" <br />Back�round: Roseville Fire and Allina Hospitals and Clinics have partnered to bring the "Heart Save <br />Communities Initiative" to Roseville. This American Heart Association program would entail Allina and <br />Roseville Fire personnel worl�ing together to mass train Roseville in cardio-pulmonary resuscitation (CPR) and <br />the use of automatic external defibrillators (AEDs). The training will tal{e place over the next year at locations <br />throughout the city. Up to 100 residents can be trained at each instructional session. Our goal will be to teach as <br />many as 4,000 residents CPR and AED usage. Allina has already assisted over 20 other communities with <br />implementingthe Heart Safe Community Initiativewith great success. <br />In addition to training citizens, this initiative includes raising fta�zd� for the p�c�taselreplacement of AEDs <br />currently in use throughout the city. Today there are AEDs in police cars, fire engines and in some public <br />buildings (see Appendix A for list). Unfortunately these units have become obsolete due to changes in <br />American Heart Association guidelines for administering an electrical shock to a patient and the old units <br />cannot be reprogrammed. Moreover, we have been notified by the manufacturer that repair service will be <br />discontinuedon these obsolete units. <br />Increasing the number of citizens in our community trained in CPR and the use of AEDs will greatly improve <br />the chances of someone surviving a sudden cardiac arrest. Keeping the most up to date equipment located in <br />areas that our citizens congregate and in the hands of our professionally trained firefighters and police officers <br />will give our citizens the best chance of survival. <br />Pol�cv Implications = None <br />Financial: There will be no cost to the city for the CPR training. The AEDs will be purchased with donations <br />solicited from businesses and civic groups. The goal for the fundraisingwill be to raise $43,500. <br />Staff Recommendation: Staff recommends that council designate Roseville as a"Heart Safe Community" and <br />authorize the fire devartment and Allina Hosvitals and Clinics conduct communitv CPR and AED trainin� <br />programs and to solicit donations from area businesses and civic organizations for the purpose of purchasing <br />AEDs. <br />Council Action Reauested: Motion to designate Roseville as a"Heart Safe Community" and to authorize the <br />fire department and Allina Hospitals and Clinics to conduct community CPR and �� training programs and to <br />solicit donations from area businesses and civic organizations for the purpose of purchasing 28 AEDs. <br />
