City af
, Revenue Policy
Minnesota USA

1'i}
O To provide a diversified and strong set of revenues to ensure a stable revenue system for
 City parogxams and services
To match revenues with similar ;:r uses e,tes to ensure
adequate funding for the various City services and programs over the long-term
  _ . _■
* Comment * Too subjective, and could be in conflict with the City's best
interests. Some City services such as those ofered at the OVAL or Nature
Center may have originally intended to be funded in this manner, but at
this point are not
----------- ] ----
Comment " in some instances, user charges and fees cover the direct
costs, but not necessarily all of the indirect costs. For example, fees
charged to softball leagues to use City ball fieZds are sufficient to pay for
the coordination of the program and for umpires, but they do not cover the
cost of maintaining the field (i.e. cutting the grass, dragging the infield,
repairing fences, etc.) This is not unique to Rosevilde however. See
related policy statement below.
Each year the City will recalculate the full costs of activities supported by user fees, to
identify the impact of inflation and other cost increases, and will increase those fees as
appropriate
-i-aaiicez-.,=.;,, .. .,.. ... r:.
ilr3BfF:.: _,.. .. . ... Y vw ti :_.,.,v
.,:.v
