City Council Study Session— 07/17/06 <br />DRAFT Minutes - Page 23 <br />Council regarding the City's adoption of changes to Section <br />302.15 dealing with penalties for liquor compliance issues; and <br />as outlined in the July 13, 2006 letter from City Attorney Scott <br />Anderson. <br />Staffs intent was to clarify the procedure and intent of the City <br />Council for businesses cited for serving on-sale alcohol to a <br />minor. <br />Conclusions of the discussion were that the Police Chief should <br />be the staff person to notify the offender, under the guidance as <br />applicable of the City Attorney; the Police Chief would provide a <br />report to the City Council after notice of right to appeal to the <br />business, and date of the next City Council meeting for <br />presentation and Council action. <br />13.
