Consider a Request by Sky Johnson (Beatnik's Coffee) for a <br />Conditional Use Permit to allow the Use of an Existing Drive- <br />Thru Window at 1724 Lexington Avenue (PF 3772) <br />City Planner Paschke reviewed the request of Mr. Sky Johnson, <br />Beatnik's Coffee, for a CONDITIONAL USE PERMIT to allow <br />use of an existing drive-thru window, 1724 Lexington Avenue. <br />Mr. Paschke advised that staff and the Planning Commission had <br />reviewed the compatibility of the permit with adjoining <br />properties, impacts on traffic, public facilities, and property <br />values; resulting in unanimous Planning Commission <br />recommendation, as well as staff recommendation for approval, <br />as conditioned. <br />Discussion included movement around the building; traffic flow <br />on site and within the drive lanes; access to Dionne; design of the <br />pre-existing site; location of the trash enclosure; shared parking <br />and timing for business peak traffic; and potential changes in <br />traffic patterns on Lexington or Dionne. <br />City Engineer Deb Bloom addressed Council comments and <br />concerns, and reviewed her on-site observations and walk <br />through of the site with business owners and opined that the <br />nature of the proposed business prior to 9:00 a.m. and later <br />opening time for the majority of adjacent businesses would <br />support traffic flow on the site. Ms. Bloom noted that the <br />recommended approval provided a condition for installation of <br />directional signs to effectively direct vehicles on the site; and <br />striping on the lot and at the drive-thru window area as required <br />by the City Engineer. Ms. Bloom advised that staff would <br />monitor the temporary striping, then later consider permanent <br />striping andlor installation of islands to direct traffic flow, but it <br />was staff consensus that the flow would solve itself on site. <br />Pust moved, Ihlan seconded, adoption of Resolution No. 10419 <br />entitled, "A Resolution Approving a Conditional Use Permit to <br />Allow a Drive-Thru Window at Beatnik's Coffee, 1724 <br />Resolution 10419 <br />Sky Johnson <br />(Beatnik's Coffee) <br />CUP <br />Use of an Existing <br />Drive-Thru <br />Window at 1724 <br />Lexington Avenue <br />(pF �772} <br />
