City Council Regular Meeting— 08/14/06 DRAFT Minutes - Page 7 Agreement with Bonestroo, Rosene and Anderlik for Engineering Services for a Slab and Bleacher Heating System at the Guidant John Rose Minnesota OVAL. Councilmember Ihlan sought to add an agenda item for tonight's agenda related to hiring independent, outside counsel to analyze the implications of the Court of Appeals' decision for the future of the Twin Lakes development. Mayor Klausing suggested that, unless this were a time-sensitive issue, the City Council wait to hear from the LMC attorney handling the case for the City to determine if outside, independent counsel was warranted. Councilmembers Ihlan and Kough supported addressing the issue at tonight's meeting; and were willing to make �ie request via motion. Mayor Klausing expressed his disappointment that Councilmember Ihlan provided no prior public notice of this request before tonight's meeting; noted the lack of a report from the current attorney at this time; and with those objections, placed the issue as an additional item on tonight's agenda. Mayor Klausing noted his response, as well as that of Interim City Manager Miller, to Councilmember Ihlan's e-mail, requesting additional time for the attorney to research the appeal findings. Councilmember Ihlan expressed her desire to move the issue along immediately. By consensus, the agenda was approved as amended. 2. Receive Public Comment about City Issues Public Comment Mayor Klausing called for public comment by members of the audience on any City Issues. A.
