7.0 STAFF RECOMMENDATION: <br />7.1 Based on the findings outlined in Section 6 of this report, staff recommends approval of <br />the request for a CONDITIONAL USE PERMIT to allow the installation of a driv�thru <br />service window at 1805 Snelling Avenue, in conjunction with a 2,644 Caribou Coffee <br />subj ect to the following amended (by the Planning Commission on August 2,2006) <br />conditions: <br />A. The applicant ;��;=Y' =�='===='-'=°�.=�� will work with staff on an acceptable site <br />plan that may include extetzsioule�tpans�on of the existing curb island at the <br />rear of the structure and adjacent to the drive-lane, �� ="' === �;' ''-=� �= E�;� <br />����x��'����s���� and will be willing to look at recommended options <br />to address traffic conflict issues. <br />B. Directional signs that effectivelydirect vehicles on the site and striping on the lot <br />shall be installed as required by the City Planner andlor Engineer. <br />C. The applicant must submit a revised site plan that redesigns the rear parking lot <br />that achieves the recommendations of the DRC. <br />�, The �ri��i� � ti::� Y i Y�1'Yl ti Y'r� ��;�'�'r =' applicant must work with staff and the <br />property owner to remove the earisting shed (storage sheds are prohibited in <br />Business District zoning). <br />�. Said screening shall be a 6 foot tall board-on-boarddesign with screened <br />gates. <br />F. The applicant shall submit a landscape plan that includes a coniferous shrubs to <br />screen vehicle headlights adjacent to the frontage road. <br />G. The applicant must submit to the City Planner the property legal description so <br />that the CONDITIONAL USE PERMIT resolution (if approved) can be properly <br />recorded with Ramsey County. <br />H.
