EXTRACT OF MINUTES 08/02/06 PLANNING COMMISSION <br />PLANNING FILE 3779 <br />Roseville Chrysler Plymouth request for a CONDITIONAL USE PERMIT to construct <br />additional showroom space on to the east side of the structure at 2806 Highway 35. <br />Chair '7`raynor opened the Public Hearing. <br />City Planner Paschke reviewed the request of Jerry Golinvaus of Roseville Chrysler for a <br />Conditional Use Permit to construct a?��} 2,600-plus square foot showroom addition <br />on to the north side of the existing structure and showroom. Mr. Paschke noted that City <br />Code, Section 1005.015, allows motor vehicle dealers as a CUP; and that the site was a <br />pre-existing use that predated the CUP requirement of the current City Code, requiring an <br />approved CUP for the subject addition. <br />Mr. Paschke reviewed City Code, Section 1010.17, Exceptions for Construction <br />Involving Less Than a 50% Increase in Size, and related percentage of improvements and <br />reasonable and proportional levels of improvement consistent with Sections 1010.01 <br />through 1010.14, in accordance with City Attorney recommendations. Mr. Paschke <br />outlined the review process performed by the Development Review Committee (DRC) <br />and specific comments centered on the need for the improvement to meet the City's <br />storm water management requirement for the disturbed area; required accessibility <br />updates per the building code; screening of the existing non-conforming trash dumpsters; <br />elimination of the existing non-conforming storage sheds; landscaping along Long Lake <br />Road and adjacent to Highway T�35�, installation of landscaped curb islands in the <br />parking lot; and installation of a curb and gutter along the property's south side adjacent <br />to the Walser improvement. Mr. Paschke reviewed Section 5 of the Staff Report dated <br />August 2,2006 in more detail of the criteria recommendedto meet City Code. <br />Based on the information and findings provided in Sections 4 and 5 of the project report, <br />staff recommended approval of the Conditional Use Permit (CUP), subj ect to conditions <br />as outlined in Section 6 of the Staff Report dated August 2, 2006. Mr. Paschke advised <br />that earlier today, responses had been received from Darwin M. Lindahl, Architect for the <br />project. A copy of the August 2,2006 memorandum is attached hereto and made apart <br />thereof. Mr. Paschke advised that some of the responses were acceptable to staff, and <br />others were not and those conditions would be commented on by staff during the <br />applicant's presentation to the Commission. <br />Discussion included the procedure related to the existing use and requested CUP and <br />compliance with current City Code; additional square footage from original overall size <br />of 2,50� square feet to 2,680 actual square footage as modified by the applicant; proposed <br />direction of storm water runoff on the south end of the lot and type of impervious or <br />pervious surface; and proposed storm water management plan. <br />Darwin Lindahl, Applicant's Architect with Darwin Lindahl Architects, P.A. <br />
