� <br />����k, � � � 1 J <br />2.3 Follows all legal communications requirements including those relating to public access to <br />information and open meetings and counsels others regarding appropriate procedure and <br />content. <br />2.4 Listens to various individuals and groups, including citizens and other units or agencies of <br />government and brings that information into the formulation of positions and directions. <br />2.5 Seeks cooperation from others in the form of actions, grants or other desired outcomes by <br />framing requests in a concise and favorable form. <br />2.6 Builds working relationships with elected and appointed officials at the federal, state, county <br />and metropolitan level in order to be in a position to advocate for the best interests of the <br />City. <br />3. Oversees the technical operations of City government and is responsible for compliance with ail <br />legal and financial requirements. <br />3.1 Ensures that the staff in each department follows appropriate procedures and complies with <br />City policies and general government requirements. <br />3.2 Ensures that financial records and budgets are maintained and that Council is properly <br />advised regarding the fiscal position of the City. <br />3.3 Administers the annual budget and recommends changes in spending on line-items based <br />on changing conditions in order to balance revenues with expenditures. <br />3.4 Oversees purchasing and bid letting to ensure cost efficiencyand compliancewith law. <br />3.5 Recommends appropriatefee schedules for City services and ensures that project costs are <br />accurately tracked and charged to the correct accounts. <br />4. Establishes the organization structure of the City and directs hiring of qualified staff, delegating <br />responsi�ility to department heads as appro�riate. <br />�,7 �ir���l}� hires departmentheads to fiil ���ition� within budget parameters. <br />4.2 Manages performance of staff directly and through department heads. <br />4.3 Directs developmentof employment policy, staff compensation and benefit plans and takes <br />an active role in labor negotiations. <br />4.4 Manages the use of outside consultants for those functions of government that are <br />contracted. <br />5. Directs the enforcement of all City codes and ordinances in a manner that protects and <br />safeguards the welfare of the public and enhances quality of life in the City. <br />Minimum Qualifications: <br />Minimum job requirements are an advanced education equivalent to a master's degree or specialist <br />certification, or equivalent and 11 -12 years of related experience, or equivalent. <br />Phvsical Demands & Working Conditions: <br />Most work is in a normal office environment. Limited lifting of ten pounds or less is required. Travel <br />within the City or region to view properties or attend meetings is likely to occur three to four times <br />weekly. There is limited exposure to field or construction site conditions when visiting properties <br />within the City. Attendance at evening Council meetings and related meetings is required. <br />The City Manager is responsible for diverse matters, many of which have deadlines and require <br />significant attention to detail.
