Should we better define the rationale a�c� benefits of commercial redevelopment and the process by which the City should be involved (if at all)? Discussion included best practices, safety and fairness rationale and evaluation for provision of city-owned vehicles versus personal vehicle use and reimbursement for staff; enhanced communications with residents on development and/o� redevelopment projects; reallocation of funds in an Enterprise Fund and need to justify expenses; and philosophical discussion of consulting fees and staffs analysis as to whether in-house or outsourcing is the most efficient use of money. Councilmember Pust requested staff to provided actual costs for �aermi�ting services; comparison costs of surrounding cities; and recommendation for determining the right price point for further City Council policy discussion. Mayor Klausing concurred, and defined his interest in comparable suburbs, first ring suburbs or comparably sized, rather than those representing "hot" development markets at this time. Concluding comments were related to the HRA; their specialized abilities under the law beyond that of the City; and the Ioss of some control by the City Council with the HRA's status as a self- governing, self-sustaining entity. Housing & Redevelopment Authority Budget Presentation �ktA HRA Chair Bill Majerus and �RA Executive Director Cathy Budget Bennett provided a bench handout for discussion of the �-IRA Presentation budget. Chair �Vlajerus thanked the City Council for the opportunity to make their budget presentation; and summarized the goals and accomplishments of the I-��A over the last year.
