City Council Regular Meeting— 08/14/06 <br />DRAFT Minutes - Page 2 <br />regarding human rights? <br />Youth Involvement <br />E Housing/reniers rights <br />Changing demographics in Roseville — we will continue to <br />work with the schools, Council and visioning process <br />Communications between the Police Department and the <br />Commission and between the Police Department and the <br />community. <br />Commissioner Higbee expressed the Commission's frustration <br />and perception that they were unclear of the City Council's and <br />community's expectations of the HRC; lack of open dialogue, <br />assistance, and interaction of the HRC with the community; and <br />requested clarification by the City Council of their expectations <br />of the HRC. <br />Councilmember Ihlan expressed a personal goal would be for the <br />�R� to actively advise the City Council and other commissions <br />related to common interests (i.e., housing; public safety; policy <br />issues) and community concerns, above and beyond their public <br />education role. <br />Mayor Klausing concurred with Councilmember Ihlan; and <br />noted the nature of the HRC varied from some of the City's other <br />statutory commissions. Mayor Klausing opined that the City <br />Council's expectations and utilization of the HRC is an evolving <br />issue. <br />Councilmember Pust personally encouraged the HRC to get into <br />the community through various means; provide input to the City <br />Council as to why there was a lack of diversity on City Advisory <br />Commissions andlor the City Council; how the City Council <br />could encourage more diversity in candidates in the City for <br />various entities in an effort to better utilize the leadership from <br />the community's citizenry. Councilmember Pust used the <br />community visioning process as an example, noting the lack of <br />representation of various minority groups within the <br />subcommittees; and questioned how the community and City <br />Council could be more welcoming. <br />HRC Chair Delmore read a list of historical activities of the HRC <br />
