, REVIEW of REQUEST:
. On June 7,2006 the Mounds View School District and its preferred developer, Moser
Homes and Zawadski Homes, presented three proposals to the Planning Commission
pertaining to their desire to redevelop the District office site at 2959 Hamline Avenue.
Prior to that meeting, the School District held a number of ineetings with surrounding
xeszdents/property owners regarding housing options and has discussed with the Roseville
Housing and Redevelopment Authority (HRA) the possibility of HRA involvement in
creating small lot family housing similar (in structure) to the Applewood Point project.
Based on the comments received for all of these meetings, the applicant has submitted the
following proposal for consideration.
•. The proposal seeks to create 8 small lot single family housing lots (Lots 7 through 14) 75
feet in width, 163 feet in depth, and 12,225 sq. ft. The proposal also seeks to create 6
town home lots (Lots 1 through 6) adjacent to Hamline Avenue and ranging in size from
3,861 sq. ft to 10,286 sq. ft.
, The cent zoning of the parcel is B-1, Limited Business District, which, as a component
of the plannedwtft development, will be changed and an underlying zoning of R-1,
Single Family Residence District and R-6 Townhouse District established.
-a,•. This parcel is located adjacent to Autumn Grove Park (north, across Lydia); Advent
Luthern Church and single family residences (east, across Hamline); single family
residences (south); and single family residences and two family residences (west).
. While the predominant housing in this area is single family, the surrounding area includes
a number of multi-family complexes (Centennial Garden Apartments, Hamline House,
Applewood Pointe, Harnline Terrace Apartments, Snelling Avenue Apartments).
PUBLIC INFRASTRUCTURE:
d, The proposed redevelopment does not require any new rJi infrastructure. Each home
or town home will be connected to existing sanitary sewer and watermain that lie within
the right-of-way of Milwaad and Lydia Avenues. Sanitary sewer and water lateral
extensions to serve the 8 single family homes and 6 town homes must be designed to
adequately serve these structures.
.' The remaining utilities, such as electricity, cable, telephone, and natural gas, will be
designed and coordinated through the Public Works Department to be underground, and
utilize a joint trenching systemwhere applicable. Further, all transformersmust be
identified on a plan, prior to final approval, so that adjustments to proposed locations can
be evaluated in order to eliminate possible unsightly locations.
'F3 3?_ rnr_a}crp'. .? 90G.1c v Page 3 of 3
