Mr. Paschke advised that the Caribou Coffee franchise intends to utilize 2,644 square feet of the former site as a coffee shop and sub-lease the remaining area. Mr. Paschke noted that City Code identified coffee shop/ca�`e as a Restaurant Class �I — Fast Food Convenience and a permitted use, but the inclusion of a drive-thru s�rvice window along the south side of the building, utilizing an existing 14-foot wide drive lane, required a CUP. Mr. Paschke noted that, on August 2, 2006, the Planning Commission held a Public Hearing regarding the request; with no citizens present; and further noted that staff recommended, along with the Planning Commission on a 610 vote, approval of the project. Discussion among Councilmembers and staff included, highlighted Planning Commission amendments to Conditions related to the curb island extension and traffic flow; future parking lot striping; landscaping for screening purposes on the east side; existing screening on the west side of the parking lot adjacent to the residential neighborhood; and code requirements in place to ensure conditions being met. Further discussion included existing and proposed signage related to visibility and management of traffic flow on site; and compatibility of other adjacent drive-thru restaurants and ingress and egress management. The applicant, Mr. Jeff Johnson, was present. [9.1] Maschka moved, Pust seconded, adoption of Rc�olution No. 10424 entitled, "A Resolution Approving a CONDITIONAL USE PERMIT in Accordance with Sections 1005.015 and 1013.01 of the Roseville City Code, for Caribou Coffee, at 2115 Snelling Avenue (PF �782)."
