Mr. Paschke <br />noted that other Commissioners supported the proposal as <br />presented, indicating the existing mix of this neighborhood and <br />lack of specific identify, as well as achieving Comprehensive <br />Plan directives regarding housing, and meeting the goals and <br />objectives of the City Housing Plan as approved by the Housing <br />and Redevelopment Authority. Mr. Paschke further advised that, <br />while the Planning Commission sent forth a 313 vote, and no <br />"specific recommendation to the City Council, they created two <br />additional conditions related to creating diversity in housing <br />design; and requiring staff and the developer to explore the <br />establishment of creating town home units that were specifically <br />owner-occupied units. <br />Mr. Paschke advised that, following the split vote of the Planning <br />Commission and additional public comment received at that <br />meeting, and an additional neighborhood meeting held by the <br />applicant and their developers, additional information would be <br />provided by the developer. <br />Councilmember Ihlan clarified. and staff confirmed. that a <br />Comprehensive Plan Amendment would require a 4/S vote of the <br />City Council. <br />Councilmember Kough noted ongoing concerns of neighbors <br />related to the town homes and densitv issues. his �ae�rsona� <br />preference to maintain large lots in the community, and the <br />neighborhood's preference for single family homes only. <br />A�plicant Comment <br />John Mahs, applicant representative, Mounds View Public <br />Schools <br />Mr. Mahs noted that Mounds View School District <br />Superintendent Dr. Jan Wiithuhn, and the District's Attorney, <br />Dan Co�ton, along with developers, were also present at tonight's <br />meeting. <br />Mr. Mahs provided background related to the project, initiated <br />over three years ago; City staff consultation and participation in <br />the project development criteria and preferences; significant <br />monies spent to-date in developing the plan, with input frorn the <br />
