��� <br />��rt � <br />August 30,2006 <br />Roger Knutson <br />Campbell Knutson <br />Eagandale Office Center, Suite 317 <br />1380 Corporate Center Curve <br />Eagan, MN, 55121 <br />Dear Roger, <br />The City Council of the City of Roseville is considering the possibility of obtaining independent <br />legal counsel to consider the various land-use impacts from a recent ruling from the Court of <br />Appeals. The ruling, a copy of which is attached, was in response to a lawsuit brought forth <br />against the City by a local non-profit group regarding the City's Twin Lakes Redevelopment <br />Project. A summary of the court case along with some background information on the project is <br />included within the ruling. <br />The Court of Appeals ruling cited two areas of primary significance; 1) the City needs to proceed <br />with a new environmental study; and 2) the City's incorporation of the Twin Lakes Master Plan <br />into the Comprehensive Plan was procedurally flawed and further public action would be <br />required before the Proj ect can proceed. <br />The City Council is specificallyinquiring about the following: <br />1) Whether your firm is interested in providing assistance in this matter <br />2) The process by which your firm will research and evaluate all impacts related to the <br />ruling including issuing an opinion on any actions that the City needs to take before this <br />project can move forward. These actions may include (but are not limited to): <br />a) Amending the Comprehensive Plan <br />b) Completing further environmental studies such as ari AUAR, EAW, or EIS <br />3) The hourly billing rate and total approximate costs that your firm would charge to <br />provide this service <br />If you are interested, please respond with a written reply directed to my attention.
